UN Council Backs Trump's Gaza Peace Plan
A global body has approved measures put forward by the US president for achieving a long-term stability in Gaza, encompassing the introduction of an international stabilisation force and a possible path to a independent Palestine.
Unanimous Support with Key Abstentions
The proposal was passed by a count of thirteen in favor, with China and Russia abstaining. The US envoy the American delegate addressed the council chamber that it set “a different path in the region for Israelis and Palestinians and all the residents of the region alike”.
Balanced Language on Palestinian Statehood
Incorporation of mentions to an self-governing Palestine was the trade-off the US offered for endorsement from the Arab states, who are expected to provide security forces for the global force.
“Interim measures that we embark on today must be carried out in adhering to global standards and upholding Palestinian rights,” Britain's representative declared.
Government Objection Continues
Nonetheless, on the verge of the resolution approval, leader Benjamin Netanyahu reiterated his government’s strong objection to the establishment of a Palestinian state, casting doubt on whether Tel Aviv will accept the enactment of the Council-backed plan.
Key Provisions of the Measure
- Immediate lifting of remaining curbs on assistance into the strip
- Creation of an international stabilisation force
- Moves towards rebuilding and a potential “pathway to Palestinian sovereignty and sovereignty”
Ambiguous Language and Stipulations
The inclusion to Palestinian statehood was a compromise addition to an first US version which did not mention it. But the phrasing is vague and dependent, stating only that once the Palestinian leadership has reformed itself and the rebuilding of Gaza is under way, “the conditions may ultimately be in place for a credible pathway to Palestinian sovereignty and statehood.”
International Reaction
The phrasing was insufficient of the firm commitment to the establishment of a Palestinian state next to Israel requested by Arab and Islamic states, as well as European council members, but in speeches to the chamber after the approval, representatives from those nations said they were willing to endorse the settlement in the service of prolonging the current truce and swift steps to feed and protect the over two million Palestinian people in the territory.
“We has eventually decided to support of this document, a text that we back its core objective, namely the preservation of the ceasefire and the formation of situations allowing the Palestinian population to assert their immeasurable rights to self-determination and sovereignty,” Amar Bendjama declared.
Practical Difficulties
The proposal provides overall oversight authority to a “peace board” led by Trump, but of unspecified participants. The group has to inform the international body but it is not bound by the wishes of the global organization or by the Palestinian Authority.
It also calls for the formation of a specialized Palestinian group that is supposed to run daily administration of the territory and the distribution of aid, but it is far from clear who would be involved.
Stabilisation Team Authority
The mandate of the global force gives it authority to disarm and dismantle militant organizations in the strip, but it is highly uncertain that possible sending countries would consent to confront such groups. None of the states has yet pledged to contributing forces.
Additionally the criteria for reform of the Palestinian Authority, the prerequisite towards moves to a sovereign Palestinian, have been hazy.
European officials said they considered it urgent that the names of the specialized group to distribute aid was agreed as promptly.
